The child may be able to count to 1, 2, 3 but within 6 months, it can increase to 4, 5, 6 as well. But counting without using visual clues or toys might still prove to be difficult and can take time, till a child joins kindergarten classes, when most start writing numbers as well.
Some toddlers may even remember and repeat sequences but it is mostly from memorization. Skipping numbers while counting is also a common phenomenon. It is a general consensus that most children can count to 10 or 20 by the age of 4.
It is a great opportunity to make the learning experience enjoyable for the child and make it enjoyable. Attention is also needed to make sure that the child can actually recognize the numbers and is not merely speaking from memory. Being patient is key and not let them get overwhelmed by the numbers.
